The Ercoupe does not have a differential braking system, so there are only a limited number of ways the brakes can cause a pull to one side. The most obvious, a bad wheel cylinder, you have already eliminated by replacing the brakes with Clevelands. The master cylinder, specifically not returning, cannot cause a pull to one side as the pressure is equally applied to both circuits. An internal failure of one of the rubber lines could cause it, but I assume they were replaced when the Clevelands were installed. You did not say, but is the pull present under all conditions, or are there specific conditions under which it does or does not pull to the side? Have you checked the rigging of the nose wheel, and the alignment of the main gears?
