If there is fuel in the glass tube you almost certainly have a leak in the cap on top of the tube.
I think it is unlikely the fuel is coming out the vent in the front of the cap, unless it is being forced out by excess pressure in the opposite tank. The vent is in a relative high pressure area which should force air in, not fuel out. More likely it is leaking at the gasket. If not, check the vent in the opposite cap. Are both wing caps the same design? If one is original and the other is from Skyport there could be an imbalance in the venting.
