 Manual.  FR suggested, and WRB confirmed that the torque values in the  
Continental Engine Overhaul Manual are for threads lubricated with oil.   (It 
helps to read the Notes!)  I don't have my Alon Service Manual handy,  but I 
have 
a feeling that it doesn't say anything about lubricating the  threads, so the 
values in the Alon manual are probably dry torque  values.
