I'm not a mechanic and don't ever want to play one on the Internet.

 

The only icepick test I've heard of is using the ice pick on the aileron
pushrods.  If the ice pick makes a hole, you don't worry about patching the
hole, you replace the pushrod.

 

Same thing with the punch tester for fabric wings.  You only push till you
get to the scale on the meter that indicates it's good and then you stop -
no hole is made.  If you push past that, you are not using proper procedure.
I once had an idiot "wandering A&P" who thought he had to push the tester
till he made a hole in every place on the wing - he made several holes even
though the fabric tested well beyond required strength.  He would have been
in deep doo-doo if other items hadn't grounded me for a couple of years at
which point I had all my wing fabric replaced.

 

For the aileron metal, let's wait for expert information.  I know nothing.
But, I'd expect this would be within the metal working ability of any A&P
who passed his tests though some would be experts.

 

Remember - I'm not a mechanic and not particularly talented in mechanical
things.
