This is the answer I got from Craig in the AOPA legal department (read from bottom to top if you haven't been keeping up)

Yes, it does and that is correct. This is directly from this document - "An item marked with an asterisk may not have been manufactured under an FAA monitored or approved quality control system, and therefore conformity must be determined if the item is not identified by a Form FAA-186 or 8130-3 Airworthiness Approval Tag, TSO, PMA or other evidence of FAA production approval."

Effectively, this means that an A&P mechanic must make a determination that a part he is using to replace an old part is at least equal to or better than the original part, and sign off or endorse that work. The burden is placed on the installer.

One of the members pointed out a revision to the aircraft specs you sent. It refers to TSO and as I read it a non-TSO item is approved if "attention is paid to
workmanship and conformity...".
Do I read it correctly and does this answer the question you were researching?

Actually, this is Rev. No. 29, affecting pages 1, 2 and 5. The copy I had been
referencing was Rev. 8 dated July 14, 2005.

The changes were:

p. 1:  Effective date

p. 2: "Equipment" note pertaining to "all items of equipment listed herein"...
and "...those items preceded by an asterisk..." changed following the
words "...and therefore" from: "...attention should be paid to workmanship and conformity with pertinent data called for in this specification" to "...conformity must be determined if the item is not identified by a Form
FAA-186 or 8130-3 Airworthiness Approval Tag, TSO, PMA or other
evidence of FAA production approval."
p. 5: "Electrical Equipment":
a.  Item 301 changed from "12 lb. (+21)" to "Use actual wt. change"
b. Item 302. Batteries changed from [out of production units] 16 lb. (+57), 25 lb. (+55) to refer to Service Memo. No. 67 and "Use actual wt. change"
c.  Item 304 changed from "16 lb. (+57)" to "Use actual wt. change"
"Interior Equipment":
a.  Item 402 drawing reference clarified to "Change A".
b.  Item 403 drawing reference clarified to "Change C".
"Miscellaneous (not listed above) to add drawings, etc. to Item 602,
add Item 603.

Perhaps Ed will verify the revision listed on the web site and update as necessary.
