I'm a member of AOPA too, and someone is drinking the (wrong) Kool Aid.
The excerpt from ATC 718 I posted to TECH is NOT being read correctly.
Specifically, when it says that "an item marked with an asterisk..." it
refers to items LISTED
on said Aircraft Type Certificate that are so marked. There are only a
few such items.
This has NOTHING to do with replacing non-TSO instruments, etc. with
non-TSO instruments
or supplementing same to improve safety with non-TSO non-required
equipment.
BUT, yes, "an A&P mechanic must make a determination that a part he is
using to replace an old part is at
least equal to or better than the original part, and sign off or
endorse that work. The burden is placed on the
installer." That has always been so, and has nothing to do with the
presence or absence of an
asterisk on the ATC.

One of the members pointed out a revision to the aircraft specs you
sent. It
refers to TSO and as I read it a non-TSO item is approved if
"attention is paid to
workmanship and conformity...".
Do I read it correctly and does this answer the question you were
researching?

Actually, this is Rev. No. 29, affecting pages 1, 2 and 5. The copy
I had been
referencing was Rev. 8 dated July 14, 2005.
The changes were:
p. 1: Effective date
p. 2: "Equipment" note pertaining to "all items of equipment listed
herein"...
and "...those items preceded by an asterisk..." changed following
the
words "...and therefore" from: "...attention should be paid to
workmanship
and conformity with pertinent data called for in this specification"
to
"...conformity must be determined if the item is not identified by a
Form
FAA-186 or 8130-3 Airworthiness Approval Tag, TSO, PMA or other
evidence of FAA production approval."
p. 5: "Electrical Equipment":
a. Item 301 changed from "12 lb. (+21)" to "Use actual wt. change"
b. Item 302. Batteries changed from [out of production units] 16

25 lb. (+55) to refer to Service Memo. No. 67 and "Use actual wt.
change"
