According to the serial number you posted earlier, 4849, that plane is one of 
the last 415-CD aircraft, not an E or later.
 
If the rear of the elevator is straight across from one side to the other, the 
up travel may only be 13°.
 
If the rear of the elevator has a very large cut-out, then it is a “split” 
elevator and may have the 20° elevator up travel.
