Sounds like static build up to me. There is a good chance a questionable ground 
connection was disturbed when the engine was worked on. There is a ground 
jumper on/around one the engine mounts. Is it in place and connections tight? 
The engine could have been grounded thru one of the cables such as the throttle 
or a fuel line and now it isn't.
