With the restrictor on the outlet side of the pump, pressure is built up in
the pump. The pressure on the diaphragm keeps the operating lever off of the
cam until the pressure is relieved by the trickle of fuel to the header
tank. Thus the pump is only working part of the time. This prolongs the pump
life.

At least that is the way it was taught to me in hard knocks 101.

On the restriction of the fuel pump outlet.  It seems to me that it would be
more efficient to let the fuel pump free run without the restrictor and let
part of the pressure bypass back to the inlet.  Wouldn't that take some of
the load off the pump?  Am I missing something here?
