It is quite doubtful that you have an incorrect number of doughnuts. If there
is one less than needed, there will be an extreme amount of play in the main
gear. With the correct number of new ones it is very difficult to get the snap
rings installed. Should the AP have left one out, the tail height will be very
low and I would recommend firing him immediately and reporting him to the
proper authorities.
