I think the amount of inboard movement was not greater because no more
movement was needed for the Coupe to fly correctly.

 

When Fred was experimenting with flaperons, he used rudders that moved
outboard and inboard equally.  He mentioned this sometime back during his
talk at one of our National Conventions.  I can't remember if the flaperon
development was on a two place Ercoupe or on the experimental four place.

 

It would have been easy enough to have the rudder shaped to allow equal
inboard movement and adjust the up travel a tiny amount (if that's even
needed) to get the desired elevator action.
