[ercoupe-tech] No brakes

[Caliendo Dan]

My hand brake comes out to the full stop and foot pedal goes to the  
floor with almost no brake.
(I can't run it up to over 1200 rpm without it creeping.) Is there an  
adjustment that I can't find?
It is parked on bare concrete and no leaks and reservoir has fluid.
