Once the plane is properly rigged, the intent is that the lower cable
turnbuckle be used to make tension adjustments as changing the upper cable
would change the rudder up travel.  If, of course, the plane is not properly
rigged, all bets are off.

John,

 

I agree with what your saying but does that mean that I should not adjust
the tension properly and make the travel right?  Cause it seems that to get
the travel right I need to adjust the "up cabled turnbuckel whick I could
bring it to the proper tension.  Can you clear me up on this?

The seal is there so someone doesn't indiscriminately adjust the cable and
adversely affect the stall characteristics.
