Once the plane is properly rigged, the intent is that the lower cable turnbuckle be used to make tension adjustments as changing the upper cable would change the rudder up travel. If, of course, the plane is not properly rigged, all bets are off.

The seal is there so someone doesn't indiscriminately adjust the cable and adversely affect the stall characteristics.
