I think it was due to the Mechanic that also had signed off on a lot of things that were not up to snuff. I think he took the older (1976) weight and added the weight of new radios and a few other things. I doubt that it was weighed at all in 1996. By the way the scales that were used on my recent weigh were new and newly calibrated..
