Hi Dave, I had to do that a couple years ago and it started with my A&P/IA. I gave him a letter of authorization to talk to the FAA on my behalf regarding my airplane.
The FAA issued the letter and he inspected the plane and signed it off as 'airworthy' for the intended trip. That was my experience.
