I think your FSDO is doing the right thing. A STC is nothing you borrow. But this situation is around a 337. There is no STC available unfortunately for Cleveland brakes on the lower serial number Coupes. My FSDO requires a copy of the STC and a letter from the holder of the STC to be sent with the 337 submittal. Using parts from old stock and a "borrowed" 337 may be considered by the FAA to be unacceptable since the manufacturer did not approv your installation , nor did you buy their parts or STC.
