I had to repair my leaking header tank. Yes, the instruments, yokes and panel had to be taken out. It is best to remove the tank anyway because I found other places that needed to be repaired that you couldn't see. You need to know what kind of header tank you have to know how it needs to be repaired. Mine needed to be soldered and I had to find someone experienced to do the work.
