Takeoff and climb performance is probably most critical to gross weight
flying.  Cold air greatly mitigates that problem.

Richard and Ed:
  Alaska gets ten percent more of everything.  I don't have a reason myself; 
probably hiding in the halls of the Anchorage FSDO.
  I do know that roads are not a travel option up there.  They depend on 
flying!  Consequently they don'e let "pointy-headed bureaucrats" get in the way.
  Cold air effects flight, as does humidity (more water means less air density 
and less aircraft performance) and altitude.
