[ercoupe-tech] Fuel Shutoff locations

My coupe has an on/off fuel valve on the panel, as I understand most all do.  
However, I found a shutoff valve down just above the floorboard on the far 
right side of the cabin.  The manual is vague with its drawings, but I can't 
envision what this valve is even there for.  Does anybody have a clue?
