This is only partially true.
With the original double-fork nose gear (fitted to serials thru 186)
and the 4" Hayes nose wheel the tail should still be 75" high.
With the Univair double-fork nose gear (see Parts Manual p. 21, Fig.
16), the 5" Cleveland nose wheel and taxi spring U415-34104 (shorter)
the tail should still be approximately 75" high...again, level sill
controls, as Ed stated.

Back to the basics, the criteria is for the window sills to be level -
that's what gives the correct wing angle of attack on the ground,
dumping
lift and allowing the correct crosswind takeoff and landing safety.
