The leaks the occur at the head end of the cylinder require a special tool to 
swedge the tube internally. lots of A&Ps don't have the tool.

The only advantage of the spring loaded tubes is a much easier access to the 
lifter inserts . But it is very rare that these need servicing.

And why is this better than just replacing the rubber seals around the tubes
