Another idea --- I purchased a Velcro strip from Home Depot for less than $5.00, cut a strip of the "loops" tape and stuck it on each of the two pieces of aluminum handles on the windows.
I cut a strip of ''hooks" tape about 5 inches long and just press the ends to the "loops", you can adjust it to provide an opening as large as you want, or you can completely shut the two halves. WORKS GREAT! Or if it is a nutplate, just have it replaced. I've removed the thumbscrew and it looks OK but the window keeps sliding down because I can't put enough pressure through the thumbscrew. Mac McMahon N94184 VKX Friendly, MD
