Greetings, I would classify the replacement of a carb heat cable as minor maintenance. You could do it yourself under an A&P's supervision. Inspector authority would not be required and a 337 is not needed. Log book entry by your A&P is fine. Rig it such that when you push it all the way in you have some gap (maybe 1/8 inch or so) between it and the panel to insure that you are not bottoming out at the panel.
