Yes, the plane was certified with non-TSO'd instruments (TSO did not exist then) and thus don't have to be replaced with TSO'd items. This opinion came from AOPA legal dept. and EAA. Instruments/radios/equipment of recent development (TXP, ELT, etc.) do need to be TSO'd. Dan C
