Hi Adam,
that's not a valid ECWP url. It should be: ecwp://www.spatialmapping.com/testiws/L7_4822_20000923_15m.ecw However it appears this file is no longer there. Most likely the ArcView plugin is being "helpful" and fixing up the URL for you.
