IWS 1.6 --> 1.65 ypgrade problem

i hope someone can help point me in the right direction. We were running IWS 1.6 on a Windows 2k IIS 5.0 installation. we then went to upgrade the existing installation with 1.65 , however during that installation right after you select which site you want to install the IWS to it would just crash out completly. There was no error message, the setup program just stopped. After this however our iws stopped working so i had to uninstall IIS reinstall it. Install IWS 1.65 and now i am still having problems. My current problems, are acting as if its a permissions problem let me outline the directories we are using c:\inetpub\wwwroot\spatialiws\  (image directory) C:\Program Files\Earth Resource Mapping\Image Web Server\ (IWS DIR) i have removed all permissions from the above directories and then replaced them with Administrators (Full access), Spatial Authors (Read & Write) USERS, IUSR_SPATIAL, Spatial Browsers (Read & Execute) yet i still get hte 401 error with access unauthorised...this is saying that the image file is unauthorized access..
