The file has to be an ecw file (you cannot specify tiff or ers extensions).
I just tried your ecw file (ecwp://geologia.cicese.mx/sist_inf_geo/temporal/H11B11.ecw)
and got the same message as you did.

My initial guess is that it is something to do with the directory containing the ecw 
files.
I will email you offline to ask for some details.
