Hmmm... if they decide that they simply won't sell the good stuff to anybody but the government, then the whole prospect of using "water treatment" or "semiconductor" or "food" grades, available commercially at 30-70% concentration, and sparging/freezing the stuff to refine it, takes on a different perspective.
