Discovery had a show about the Kursk with the same conclusion a few months ago. It seemed to be a more balanced account of what role HTP played.

I am cross posting this to Arocket and ERPS lists.
 
CNN says that the report written by the commission investigation the sinking of the submarine Kursk states the cause was an explosion of the HTP in one of the torpedoes. CNN called HTP a 'volatile fuel'. The irresponsible and unsafe practices in the Russian navy and the Kursk especially were not mentioned on CNN and were probably downplayed in the report too.
 
Well,  they say there's no such thing as bad publicity.
I hope it's true.
 
I know a former sub-mariner and a former torpedo designer from the XUSSR.
I might try to ask their opinion on the report's credibility.
