That's OK.  Nitrogen oxide generation quotas will be traded on CBOT,
and the Re-entry Pilots Guild will buy them with members' dues.

If they were accurate enough, and could convince the authorities of
this (I can see the Fire Marhsal's expression: "What kind of
pyrotechnics will you be using?"  "Just rocks,") they could also
target loads near population centers on the 4th of July, Cinco de
Mayo, New Year's Eve...  :-)
