Sure, the drag reduction benefit must greatly outweight the extra mass. My guess is that a small rocket, or hypergolic mix would minimize the weight compared to anything needing a big power supply.
What's cool is that we will soon have the ability to try this effect with a 10 lbf engine pointing up. For a standard cone or ogive, it may have no benefit however.
