In any case, a 3000' waiver is tiny for even sport rocketry. We are having all these problems because the original waiver went to the "wrong person", who made an arbitrary decision, and he is saving face by not reversing his decision.
If he fails to give us a written response in the specified time again, he may just get in some trouble, although there aren't any specified recourses against the FAA not living up to its obligations. I would like "If they don't reply to your waiver request in 90 days after acknowledged receipt, you have implicit permission to fly." :-)
