Implicit permission doesn't carry much weight, legally - as in, none.
I would continue to push for an answer, even if it's, "No," since you
have an alternative.

In general, that's the trouble with airspace waivers.  FAA has no
deadline for issuing or declining them, and can sit on them
indefinitely for any reason, or for no reason.
