Also, having a spare can be significant to running a post-mortem on a
failure, if the original is beyond reach or no longer functional.  For
example, the NEAR mishap investigation reported being significantly
inconvenienced by the lack of a ground spare for the exact model of gyro
NEAR used.  (NEAR's first attempt at a braking maneuver for rendezvous
with Eros was aborted by a rough start which exceeded predefined limits... 
but then, in a manner never completely explained, the spacecraft dropped
into safe mode and spent most of a day floundering in a confused state, in
which it managed to use up quite a bit of fuel somehow.)
