Even if you want to avoid net CO2 emission, hydrogen from thermally processed biomass is cheaper than hydrogen from electrolysis if the cost of electricity is > $.02/kWh (using somewhat old figures). I suspect coal or gas-derived hydrogen with CO2 sequestration would be even cheaper.
