Even a polyurethane insulation in god order, of the thickness in
question, can not completely prevent the formation of ice/frost over
a prolonged periode. It can only attenuate the severity of the
process. If there are some defects in the sense of crevices, frozen
water in these, would eventually not much augment heat flux, but could certainly
further damage the mechanical integrity of the insulation.
