Any matter conducts heat.  A vacuum would act as an insulator.

Does anyone know if the internal areas of the wings are kept at
a slight positive pressure relative to the outside?  I'm thinking
that it would help retard any heat flow assuming small cracks
or holes are present in the TPS.  If not, the time delay for the
internal pressure to equalize to the outside may help the
heat transfer/plasma flow and erode small holes into larger ones.
