As far as ensuring public safety, current regulations take no
cognizance of how many times you launch.  Each and every launch must
meet the public safety criteria.

That said, the regulations for RLVs do contemplate licensing missions
consisting of multiple flights of the same vehicle flying the same
flight profile carrying the same type payload.  A mission license can
authorize several such missions, each consisting of several flights (I
use "several" in the sense of "the several States").
