JP Aerospace has been trying this approach for many years now.
Unfortunately, balloons are not very forgiving of even mildly bad
weather. JP's last space launch attempt failed when they had to launch
the rocket at <40,000' instead of >90,000' due to a breeze pushing the
balloon outside the launch zone.
