Obviously, to avoid drag from unspooling, the unspooling of the real
long extension cord should be powered.  But should the spool be on the
rocket (so that the very act of unspooling will contribute a small
amount of thrust) or on the ground (so that the rocket doesn't have to
accellerate the whole spool, just the wire its dragging)?
