With the gravity assist, they're talking 1/06 to 7/15, average 20 kps.
Without, 2/07 to 8/19, average 15 kps.  The difference is between 9.5
years and 12.5 years, plus the 13 month wait for a launch window.
We've already missed our shot for doing the best science at Pluto.  In
233 years (perihelion was in 1989), the big debate won't be, do we
send a probe.  It will be, do we harvest the thing or leave it as a
park.  Good arguments both ways.
