Sounds more than a bit like the electrostatic fusion reactor in Analog a few years ago. I'm glad someone built one. Especially a high school kid! (I wonder when he graduates from college.) It's disappointing that his neutron flux is only 11% above background, but it's a first generation prototype.
That is exactly what it is. There are actually a number of them kicking around -- there used to be a fusor web board around somewhere.
