The rocket industry's consumption is trivial by chemical-industry
standards, and its standards for purity are severe. Something made only
for it *would* most likely be very costly.
MMH does see some use as a chemical intermediate, but probably that
doesn't require the purity of the rocket version.
RFNA contains quite a bit of N2O4, so their prices are tied together to
some extent, and rocket RFNA has to be almost perfectly water-free, a
difficult requirement found in few industrial applications of nitric acid.
Note also that these are both very dangerous chemicals requiring elaborate
handling precautions.
