It has ever been thus. Every other spring, after the damage control
survey, talk would turn to, "There's got to be a better place to test
than this!" And people would look around, and figure what all is
needed to store rocket propellants and static test rocket
engines...and go out to the Ranch and replace the hydrant ball valve
again, then find the next leak and fix it, then the next one...about
that time the county guy would show up to inspect the hazmat
storage...
