The way the rules are written it appears to eliminate small businesses
from the competition, as it bans corporate as well as government
sponsorship. Corporate organization is sufficiently useful that most
small businesses and many volunteer organizations (including ours) are
organized that way. XCOR, for instance, appears to be excluded.
