We are; it's restricted to individuals.  And they want practical.  I
can count on my ears the number of people I know who made significant
progress on hardware working alone.  Does practical then mean "able to
write pretty reports?"  "Able to collect signatures on a petition to
Congress?"  "Able to get NASA to change the name of a vehicle?"  Mr.
Heinlein would not be pleased.
