Competition to do something the best is good.  Competition to do
something first is destructive when the field is tiny and most of the
competitors can't reach the finish line at all.  That's what happened
with the CATS Prize: there were a couple dozen competitors and two
count 'em two planned prize flights.  One was canceled for lack of a
waiver, and the other was canceled for weather.
