Minutes of ERPS General Meeting #267
04 September 2003

The President called the meeting to order at 8:18 PM. Members present were 
Kevin Bollinger, Rick Eversole, Sean Lynch, David Masten, Gerald Nordley, 
Julie Porter, Dan Solvin, Adrian Tymes, Michael Wallis, David Weinshenker, 
and Chris Winter.

        Nothing to report

LIAISONS

Michael Wallis

        The California Space Authority sent the usual materials.

        The letter to the National Space Society RE: F.A.S.T. has not yet been 
written.

LOGISTICS
---------
Sean Lynch

        Nothing to report. I'm told this position has been eliminated, and I need 
to update my records.

PUBLIC AFFAIRS
--------------
Michael Wallis

        The Worldcon folks in Toronto never gave Michael a scheduled time for his 
ERPS panel. Therefore, although he flew to Toronto, Michael gave Torcon a 
miss.

TREASURER
---------
Rick Eversole

        Rick delivered a detailed financial report. There was some discussion of 
individual items. It was suggested that budgets for peroxide purchase and 
for sparger/FF development be merged. An executive board meeting will be 
held to decide this.

CHIEF SCIENTIST
---------------
Kevin Bollinger

        Kevin, being busy with his SBIR, had nothing to report.

FLIGHT CONTROLS
---------------
Dave Masten

        Nothing to report

PROPELLANTS/SPARGER/FF
----------------------
Pierce Nichols

        Dave W has assembled the cooling jacket for his Teacart FF apparatus.

REGULATORY
AFFAIRS

        Plans for the October COMSTAC meeting in Washington, DC were discussed.

SAFETY
------
Dave Masten

        Dave M reported that an eye injury took place during last weekend's work 
at the Rocket Ranch. The victim was taken to the nearest hospital. While 
painful, the injury was not serious, amounting to a scratch on the surface 
of the eyeball. Ironically, the victim was Dave Masten -- which just shows 
that accident is no respecter of position.

**** PROJECTS

Composites
----------
Kevin Bollinger

        Kevin is now fabricating test articles out of carbon composite. Progress 
on his filament winder awaits a decision on how to implement mandrel 
support.

        There was extensive discussion of high-temperature (~800 F) epoxies and 
how ERPS might make use of them.

Gizmocopter
-----------
Dave Masten

        See Flight Controls, above.

KISS
----
Dan Solvin

        Nothing to report

POGO
----
Dave Masten

        The Solidworks model is complete.

        Dan reported that components of the tanks should arrive next week.

        Design issues wrt the engine flange remain to be worked out.

SMARTFLIGHT
-----------
Dave Weinshenker

        Launch opportunies are scheduled for September 21 in Fresno, and at Black 
Rock from September 25-28.

Spike
-----
Sean Lynch

        Nothing to report

New Business
------------

        In discussion of asteroid impact hazards, it was reported that the Torino 
Scale 1 object will not hit us in 2014 after all. Readers of these minutes 
will no doubt be able to guess the reaction that news brought. For future 
reference, NASA JPL maintains a site where prospective close passes are 
announced. Other sites, too, carry this information.



Meeting #267 adjourned at 8:57 PM. The next meeting will take place 18 
September 2003. Courtesy of Rick Eversole, the location will be the San 
Jose facility of Mentor Graphics.

AFTERMATH
---------

        An unscheduled meeting of the executive board was called to order by Dave 
Masten at 9:12 PM. Rick Eversole moved to merge the sparger/FF and peroxide 
budgets. This motion was seconded, and carried in voice vote. The meeting 
adjourned at 9:14 and immediately reconvened to consider a related 
question. Michael moved to transfer $2,000 from the propellants budget to 
POGO. Motion seconded by Dave M, carried on voice vote. Meeting adjourned 
9:17 PM.
