You miss my point. The engine interior is not the biggest problem, not by
a long shot. Quite apart from all the other bits of equipment that tend
to sit in engine bays, there are things like electrical-equipment bays.
Designing a rocket stage to have a watertight outer surface around all
that inside hardware (while retaining easy access to it for maintenance)
would be a significant added design challenge.
