It's unfair to blame any of them actually...

Q1 I'd say we all have our share of responsibilities...
The parents,the classmates,the teachers,the school staff,the
neighbours,the society and the child...anyone who is close to the
child or who can detect any slight sign of
rage,resentment,depression,frustration or violence in the child should
come forward and take some actions!

Q2Sometimes people make excuses when they are too busy occupying
themselves with their own problems.
They tend to think these problems will go away as the saying goes,"Out
of sight,out of mind."
Some troubled students or kids are not problems to solve.They need to
be heard or cared...

Q3In the country where I'm originally from,children have no access to
guns.Bullying still exists in other forms anyway.
